STF’s Operations 400 is managed by Mrs. Kelli Lowery, a proven industry professional with over 23 years of experience in providing contract management, program management, finance, budgeting and business development, as well as personnel management for command, control, communications, computers and intelligence (C4I) and information technology (IT) programs. Since joining STF in March of 2004, Kelli primarily provides oversight from STF’s Chesapeake, VA office which is conveniently located near Naval Station Norfolk, VA and numerous naval fleet activities. 

Incorporating the support activities of multiple customers and commands, Operations 400 comprises the efforts of STF personnel and facilities across three locations – Chesapeake, VA, Charleston, SC and Pascagoula, MS. At the core of Operations 400 capabilities resides an extensive expertise in providing program management, systems integration and engineering, certification and accreditation (C&A), enterprise security engineering, IT architecture, and integration and installation services. Specifically, these talents coincide with:

  • Cryptographic modernization support
  • Direct fleet support for all East Coast C4ISR systems installations
  • Information assurance (IA) support including C&A, independent verification and validation (IV&V) and security engineering
  • Interoperability testing in support of the Mobile User Objective System (MUOS) Voice Gateway (MVG)
  • Navy IT Service Management Office (ITSMO) support to Fleet Cyber Command (FLTCYBERCOM), Office of the Chief of Naval Operations (OPNAV N2/N6) and Space and Naval Warfare Systems Command (SPAWAR)
  • Program management, engineering, IA and communication test support for Command, Control, Communications, Computers, Collaboration and Intelligence (C5I) and Non-Propulsion Electronics Systems (NPES) on  Virginia class submarines

  • Program management, engineering, integration, logistics, technical and acquisition program support for the United States Coast Guard (USCG)
  • Program management support for aircraft carriers and large deck amphibious ships throughout the implementation of ship construction, conversion, policies and guidelines
  • Shipboard network engineering and acquisition support for new construction ships
  • Support for the design, integration, test and maintenance of Submarine Integration and Test Support Systems (SIATSS)
